Job Summary:

Tuvli, an Akima company, is hiring for a Senior Advisor to support our DoS client located in Washington, DC.

Job Responsibilities:

  • Provide subject matter expertise and advice on international humanitarian law, mass atrocities and other atrocity crimes, atrocity. prevention and mitigation, international criminal justice, transitional justice, and accountability mechanisms for atrocities

  • Prepare briefing materials, talking points, press guidance, background material, memoranda, correspondence, and public statements for the Ambassador at Large and other senior U.S. government officials on issues related to the subject matters listed above.

  • Liaise with foreign governments (including foreign law enforcement and prosecution elements), international institutions, non-governmental organizations, academia, and other interested elements, to establish and assist international, hybrid, and national-level commissions, courts, tribunals, and processes, to investigate and prosecute atrocity crimes and to establish and assist other transitional justice mechanisms as applicable.

  • Work with international, hybrid, or national criminal tribunals or other mechanisms to promote justice and accountability for atrocities.

  • Monitor, report on, and develop strategies for responding to serious violations of international law, including international humanitarian law, and to human rights violations and abuses and to promote accountability for atrocities.

  • Liaise and coordinate with State Department regional and functional policy bureaus, U.S. embassies, the National Security Council, Department of Homeland Security, Department of Justice, Department of Defense, and other U.S. government agencies as appropriate and in support of the U.S. government policy to promote accountability for atrocities.

  • Advise the Ambassador and office leadership and other GCJ staff on engaging with the intelligence community (IC) and understanding the range of IC mechanisms and products that could be of use in supporting justice and accountability for atrocities.

  • Brief, or prepare the Ambassador to brief, Congressional members and staff on issues related to accountability for atrocities.

  • Give public remarks on issues related to accountability for atrocities.

  • Assist in developing, implementing, and defending U.S. policy vis-à-vis the International Criminal Court.

  • Support GCJ and Department leadership in the assigned topic/regional areas.

  • Represent the office at State Department, interagency, and other meetings and conferences, as required.

  • Participate in office/team meetings, as required.

  • Travel, including to international destinations, as required.

  • Assume responsibility for one or more country files/portfolios in assigned countries and regions as determined by GCJ’s leadership (i.e., the Ambassador at Large and office management).

Minimum Qualifications:

  • Bachelor’s degree required; law degree, preferred.

  • Expertise in international criminal law, international tribunals, transitional justice, atrocity prevention, and means of promoting accountability.

  • Knowledge of international humanitarian law and international human rights law.

  • Experience working with transitional justice measures and/or international, hybrid, and national criminal tribunals.

  • Experience with conflict/post-conflict situations and/or with human rights/atrocities issues in authoritarian countries or countries emerging from authoritarian regimes.

  • Experience working with the U.S. interagency.

  • Understanding of U.S. interpretations of international law as it pertains to jurisdiction over U.S. personnel, as well as associated equities.

  • Experience in assigned geographic region; strong analytical skills.

  • Strong written and oral communications skills.

  • Willingness to work as a team player in a fast-paced environment.

  • Active TS/SCI clearance.
