Responsibilities:

  • Manage the process of preparing the IRF Reports, including setting and enforcing deadlines and benchmarks, training editors and senior editors, and assigning the 200 individual reports to line editors, senior editors, and permanent staff.

  • Enforce and amend as necessary existing conventions and formats for preparation of the IRF reports, including updating instructions each year to reflect DRL/IRF substantive priorities and providing comprehensive guidance on grammar, punctuation, abbreviations and acronyms as well as procedures for each step of the reports process.

  • Work with the editors and senior editors to ensure that the content of all reports is accurate and unbiased and follows the instructions closely. Conduct preliminary content checks on all IRF Reports and help resolve conflicts with embassies and bureaus in a manner that preserves key J/IRF equities.

  • Work with the Deputy Office Director to recruit editors and senior editors as required.

  • Coordinate clearance of all reports with the Executive Secretariat and work with DRL/PPD staff to put reports in final form for publication.

  • Performs other duties in support of IRF Reports preparation and public rollout.

Minimum Qualifications:

  • Active secret clearance

  • 3 years of experience coordinating these reports for State

  • Master’s of Arts in International Studies.

  • Knowledge of reports to focus on facts rather than judgments, ability to streamline content to highlight principal abuses and make reports consistent across world regions.

  • Ability to oversee the entire process involved in preparation and publication of 199 reports detailing trends in religious freedom worldwide.

  • Have significant policy and resource management experience with the State Department, and ideally the bureaus and offices within the J Undersecretariat.

  • You must be able to meet all health requirements, including but not limited to, current and future vaccination requirements for infectious diseases such as COVID-19.

Other Qualifications:

  • Excellent interpersonal and oral communication skills.

  • Strong organizational skills and attention to detail, including ability to follow-up effectively with line editors, Senior Editors, J/IRF staff, DRL regional offices, other Bureaus, and posts in the field.

  • Ability to operate significantly under own initiative and as part of a team.

  • Ability to interact effectively with senior management of the DRL Bureau, other Bureaus, 7th Floor offices including the Line (S/ES), and posts in the field.
