Overview

Job Responsibilities:

  • The Policy Officer on the Women, Peace & Security (WPS) team in the Secretary’s Office of Global Women’s Issues (S/GWI) work with team lead to ensure WPS principles are integrated into U.S. foreign policy efforts, principally by coordinating policy initiatives in consultation with other Department offices, government agencies, and non-governmental stakeholders to advance the objectives of the US Women, Peace, and Security Strategy. Such initiatives include, but are not limited to, advancing women's inclusion in peace negotiations, in peacebuilding activities, and in conflict prevention; and protecting women from sexual and gender-based violence.

  • Provides policy direction to public diplomacy initiatives and foreign assistance planning efforts, including grantee selection, on efforts that advance the Women, Peace & Security (WPS) agenda.

  • Works with foreign governments on opportunities related to advancing the Department’s WPS Implementation Strategy and WPS policy priorities.

  • Attend external outreach meetings with government colleagues—including in international and multilateral fora, in bilateral engagements with other governments, and in discussions with civil society—to discuss WPS policy development, dissemination, and sharing of best practices.

  • Provides guidance to U.S. multilateral missions on the integration of WPS issues into the work and operations of international organizations.

  • Attend engagements with external audiences on U.S. foreign policy, gender, and security issues by serving in speaking functions, attending conferences, and meeting with relevant civil society actors.

  • Supports content development for Department messaging on gender and security issues, from WPS specific content to integrating gender into other opportunities.

  • Provides guidance on country or region-specific USG strategies to advance the status of women, peace, and security in cooperation with a full range of stakeholders, including State Department, USAID, U.S. Department of Defense, other government agencies, foreign governments, and NGOs.

  • Provides informational and policy planning consultations and orientations on women’s empowerment as a cornerstone of peace and security to colleagues and senior officials in the Department and the interagency arena, including guidance to multilateral missions.

  • Assists with drafting and preparing documents such as briefing materials, public statements for senior officials, talking points, public reports, op-eds and blogs, and press guidance on issues related to WPS and U.S. foreign policy.

  • Assists with policy priorities to guide allocation of WPS resources, in collaboration with regional bureaus and SGWI’s programming team, and participate in selection of grantee awards.

  • Serves as a reviewer representing gender and conflict in other bureaus’ grant processes.

  • The Policy Advisors are each other’s back up.

Qualifications

Minimum Qualifications:

  • Bachelor’s or master's Degree (preferably in Political Science).

  • Minimum 5 years’ experience in Women, Peace, and Security and/or Women and Justice expertise Policy and/or Program experience, or other related fields.

  • Experience with leadership in policy analysis, development, and coordination on security.

  • Strong skills in communication, policy formulation, and multi-stakeholder coordination.

  • Ability to prepare draft briefing papers, talking points, and/or speeches, as needed.

  • English language (written and spoken) communication skills.

  • Ability to solve problems and encourage consistent, solid performance.

  • Ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural team environment.

  • Strong organizational, communication, interpersonal, and computer skills. Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision.

  • Active Secret Clearance.

$90000-$100000
