Job Responsibilities:
Understanding of the theories, policies, and practices of conflict prevention and stabilization in fragile states, and the major relevant bilateral, multilateral, and nongovernmental partners of the USG.
Knowledge of U.S diplomatic engagement, foreign assistance, and security cooperatin and assistance processes, policies, and programs.
Knowledge of a wide range of qualitative and quantitative methods for MEL suitable to conflict prevention, stabilization, and fragile states.
Demonstrated ability to plan and implement strategy-level MEL.
Experience leading and/or conducting evaluations, ideally in conflict interventions and in fragile states.
Experience with advocating, monitoring, and guiding implementation of recommendations from MEL products.
Skill at advocating for MEL resources in USG.
Experience using online data and knowledge management systems.
Experience working in or with the U.S. Department of State, USAID, and Departlment of Defense.
Skill in briefing senior leaders on MEL and preparing senior leaders to do so.
Pacific Island experience preferred, but not required.
Ability and availability to travel to fragile and conflict-affected states.
Comprehensive knowledge of the principles, processes, and techniques for the development and implementation of conflict prevention and stabilization programs.
Knowledge of U.S diplomatic engagement, foreign assistance, and security cooperation and assistance processes, policies, and programs.
Ability to provide process clarity and technical guidance to support country-specific implementation efforts, including facilitating regular engagement with the appropriate Bureaus/offices and Subject Matter Experts (SMEs) throughout the U.S. Government, including the Intelligence Community (IC) and/or Department of Defense.
Ability to integrate and coordinate efforts that involve substantial depth and breadth, require numerous interrelationships, and necessitate the application of complex variables or new methodologies in carrying out the organization’s essential conflict prevention and stabilization programs in collaboration with partner agencies, foreign governments, multilateral organizations, NGOs, and civil societies.
Experience developing and maintaining tracking systems for USG assistance or budgets.
Ability and availability to travel to fragile and conflict-affected states.
Minimum Qualifications:
5 years of experience
Able to obtain a Public Trust
