Job Responsibilities

  • Conducts a broad variety of acquisition and contract management support tasks for the HHS program office.

  • Assist in development, review, and completion of required activities, assisting in the acquisition process by developing pre-award and post-award documentation. Provide technical assistance and is responsible for conducting a variety of activities and projects related to contracting and procurement.

  • Developing requirements, market research, cost estimates, solicitation documents, and other materials to support contract lifecycle.

  • Supporting contract management and administration with option exercises, contract filings, contract modifications, documentation of contractor performance, and other tasks

  • Provide support to the program office on procurements from inception through award, providing high quality technical writing, project management, and analysis support drafting of the following: Market Research Analysis; Independent Government Cost Estimates; Quality Assurance Surveillance Plans; Requirements documents (Statement of Work, Performance Work Statement, Statement of Objectives, and Statement of Requirements); and others.

  • Engage in on-going analysis of operational services to identify and report on patterns / trends and recommend solutions to increase efficiency and effectiveness. Participate in administrative operations to determine the adequacy of present processes and procedures to improve organizational operations.

  • Assist the key officials in the timely completion of projects or activities of an urgent nature. Establish and maintain effective interpersonal relationships to coordinate with division/office operational activities with the staff on a variety of support service elements; orchestrate protocol arrangements for visits, meetings and conferences; and provide effective advice and assistance on administrative matters.

Minimum Qualifications:

  • Associate or bachelor's degree or equivalent experience/training in federal contracting (i.e., Federal Acquisition Institute, DAWIIA)

  • 3 years of relevant and hands-on experience supporting federal contracting

  • Ability to obtain an HHS Public Trust clearance.

  • Federal acquisition/contracting experience with demonstrated knowledge of the Federal Acquisition Regulation (FAR), The Department of Health and Human Services Acquisition Regulation (HHSAR), and other federal acquisition regulations, polices, statutes, as well as federal acquisition systems- such as PRISM

  • Must have advanced proficiency in at least three (3) MS Office applications (Word, Excel, and Power Point). Experience using electronic document tracking systems and/or other databases is required.

  • Must have strong interpersonal skills and ability to work across various functional groups.

  • Excellent oral and written communication skills including strong writing/editing/proofreading skills (must have excellent grammar, syntax, spelling, and punctuation).

  • Ability to work in a fast-paced environment in which priorities shift quickly with demonstrated ability to meet deadlines and budgetary requirements.

  • Must have the ability to work independently or under only general direction.

  • Ability and willingness to travel up to 25% of the time (must be local to National Capital Region or willing to travel on short notice).

Desired Qualifications:

  • Associate or bachelor's degree or equivalent experience/training in federal contracting (i.e., Federal Acquisition Institute, DAWIIA)

  • Direct, hands-on experience with HHSAR.

  • Certification and training for FAC-C, DAWIIA in contracting or equivalent.
