Job Responsibilities:
The Acquisition Manager Level III will provide a full range of acquisition and contract support services which span the entire contract lifecycle
Responsible for all aspects of the contract negotiations dealing with new procurement acquisitions. Support the client in leading all phases of an acquisition lifecycle, including, Request for Quotes (RFQ), Requirements documents, Task Order, Contract Negotiations, and ongoing Change Control; and contract close-out or termination.
Assist with determining the acquisition method most appropriate to meet program objectives and policy/regulatory requirements.
Assist the program managers with the development of acquisition strategies and planning
Provide advice and recommendations for all elements in acquisition plans, including approaches, options, strategies, risks, contracting methods, competition, sources, cost, milestone schedule, etc.
Assist program offices in formulating outcome-based requirements specifications and standards, including Performance Work Statements (PWS) or Statement of Work (SOW); developing performance measures, providing consultation and recommendations; and coordinating requirements documents.
Participate in planning and coordinating a negotiation strategy including negotiation evaluation and developing contract terms and conditions.
Prepare documentation and correspondence related to acquisition plans and their related schedules and milestones.
Coordinate contract management activities consistent with Federal Acquisition Regulation (FAR) guidance and contractual agreements.
Responsible for evaluating contractor compliance with contract clause-terms and conditions, price and delivery readjustments.
Maintain a continuing interchange of information and coordination of activities in the form of reports, statistics, and commentaries with office leadership.
Minimum Qualifications:
Bachelor's degree or equivalent experience. Formal training and/or certification in federal contracting (i.e., Federal Acquisition Institute)
Eight (8) years of relevant experience in risk analysis, compliance, business, finance, law, contracts, purchasing, and economics.
Federal acquisition/contracting experience with demonstrated knowledge of the Federal Acquisition Regulation (FAR), The Department of Health and Human Services Acquisition Regulation (HHSAR), and other federal acquisition regulations, polices, statutes, as well as federal acquisition systems- such as PRISMAbility to obtain an HHS Public Trust clearance.
Excellent oral and written communication skills including strong writing/editing/proofreading skills (must have excellent grammar, syntax, spelling, and punctuation).
Ability to work in a fast-paced environment in which priorities shift quickly with demonstrated ability to meet deadlines and budgetary requirements. Must have the ability to work independently or under only general direction.
25% travel (must be local to National Capital Region or willing to travel on short notice)
Desired Qualifications:
For this role, an ideal candidate will have demonstrated knowledge of the Federal Acquisition Regulations (FAR) as well as working knowledge of recent federal acquisition initiatives/policy (e.g., Category Management/Spend Under Management, Best-in-Class contract vehicles).
Direct experience as a Contract Specialist or Contracting Officer is preferred as is work experience with Federal Government clients.
Direct experience with HHSAR
Possess Federal Acquisition Certification in Contracting (FAC-C), Defense Acquisition Workforce Improvement Act (DAWIA), or equivalent contracting certification.
