Job Responsibilities:

  • Compiles and reviews budgets for the organization using actual project performance measurements, fiscal year narratives, previous budget figures, estimated costs, Service and Supply Funds (SSF) and General Departmental Management (GDM) expense reports, and other data sources to control funds and provide for proper financial administration.

  • Prepares financial plans.

  • Monitors implementation of financial policies

  • Prepares regular and special-purpose reports.

  • Maintains historical records.

  • Analyzes trends.

  • Establishes cost rates and personnel forecasts.

  • Recommends and interprets budgetary policies and procedures.

  • Prepares comparative evaluation of actual costs against budgeted funds.

  • Determines rationale for variances between costs and budget.

  • Engage in on-going analysis of operational services to identify and report on patterns / trends and recommend solutions to increase efficiency and effectiveness. Participate in administrative operations to determine the adequacy of present processes and procedures to improve organizational operations.

  • Assist the key officials in the timely completion of projects or activities of an urgent nature.

Minimum Qualifications:

  • Bachelor's degree

  • 5 years of relevant experience in federal budget and financial management support operations

  • Advanced proficiency in Microsoft Excel is required.

  • Excellent oral and written communication skills including strong writing/editing/proofreading skills (must have excellent grammar, syntax, spelling, and punctuation).

  • Must have strong interpersonal skills and ability to work across various functional groups.

  • Ability to work in a fast-paced environment in which priorities shift quickly with demonstrated ability to meet deadlines and budgetary requirements.

  • Excellent judgment and creative problem-solving skills

  • Ability to use complex analytical, interpretive and problem-solving techniques.

  • Must have the ability to work independently or under only general direction.

  • Ability and willingness to travel up to 25% of the time (must be local to National Capital Region or willing to travel on short notice).

Desired Qualifications:

  • Direct, hands-on experience with HHS

  • Experience with business intelligence/advanced analytics (use of PowerBI, Tableau, SAS)
