Job Summary:
The Program Manager (General Manager) position provides program management services for the Department of Energy (DOE) Protective Force Security Services Contract at multiple DOE facilities located in Oak Ridge, TN. The GM provides leadership and oversight to all assigned employees under the project. The GM shall be the senior contractor management representative responsible for all protective force security services conducted at the DOE Oak Ridge facilities and the authorized supervisor for technical and administrative performance. The GM shall be the principal point of contact between the Contractor and the Contracting Officer and/or the Contracting Officer’s Representative under this contract. The GM has the responsibility and authority to conduct all contractor management related duties at the DOE Oak Ridge including planning, organizing, staffing, directing, coordinating, reporting, and budgeting.
Job Responsibilities:
Shall participate in an oral interview with DOE as part of the company’s’ proposal evaluation.
Provide a “single-point-of-contact” coordination with the DOE Contracting Officers Representative (COR) shall receive and execute, on behalf of the Akima, such technical directions as the COR may issue within the terms and conditions of the contract.
Daily oversight of the contract, to include Protective Force Operations/Training, and Business Management
Maintain complete understanding of the work scope/mission, including challenges and problems associated with the position.
Duties include monitoring and controlling schedules and quality control.
Assigning personnel consistent with contract requirements
Understanding, and assuring compliance with all minimum standards and all applicable or relevant and appropriate requirements include Federal and state requirements.
Effective administrative support
Ensuring all contract deliverables and contract deliverables are completed.
The contractor shall develop, maintain, and enforce the Contractor’s QC program.
Minimum Qualifications:
- Ability to obtain DOE “Q” security clearance is required for consideration; an active DOE "Q" is preferred.
A Bachelor’s degree or equivalent experience; professional and technical education and training in management, business, security, or law enforcement related fields is required.
10 overall years of experience; 5 years of recent experience managing or overseeing contracts to provide security officer services to various locations and multiple facilities and to provide surge response to heightened security conditions, emergent needs, or for special events.
Minimum of 3 years of recent experience as a senior manager working as a government employee or as a contractor overseeing the provision of DOE security services.
Must be capable of negotiating and making binding decisions for company.
Must demonstrate excellent verbal and written communications skills with all levels of management and interfaces with ICE Personnel.
Ability to prepare management, business, technical, and personnel reports, reviews and documents for internal and external use.
Knowledge of program objectives, policies, procedures, and requirements for managing a support services contract.
