Job Summary:
The HSE/QM is responsible for ensuring the effective, efficient, and safe execution of protective force security (PFS) operations at the Oak Ridge Site Facilities (ORSF). The main objective of the role is to improve performance and increase the effectiveness and efficiency of PFS operations.
The HSE/QM will oversee the implementation of a performance testing program to ensure the elements used to protect Department of Energy (DOE) Safeguards and Security (S&S) interests are effective. This includes coordinating and collaborating with other site contractors, tenant organizations, and site users to facilitate a systems approach to security strategies.
Additionally, through strict oversight, provides all staff (contractor, government, and visitors) with a safe and healthful workplace that promotes preventing injuries to personnel and damage or loss to property and the environment. Responsible for the implementation, execution, and compliance with the project Safety, Health and Environmental Plan. Provides risk mitigation and workplace safety leadership across the site organization.
Job Responsibilities:
Implement HSE policies, expectations, standards, and programs across Protective Force operations.
Coordinate Integrated Safety Management System (ISMS) and ensure compliance with 10 CFR 851 Worker Safety and Health Program and applicable DOE orders and regulations.
Maintain accurate records and reporting for Occupational Safety and Health Administration (OSHA) and DOE Computerized Accident Incident Reporting System (CAIRS).
Develop and implement a performance testing program to assess the effectiveness of PFS operations at ORSF.
Ensure that the PFS system is robust, resilient, adaptive, and consistent with the changing mission needs of the protected facilities.
Coordinate with facility management to establish project objectives for reliability, operability, readiness, and performance of the ProForce systems and operations.
Maintain continuous protective services 24/7 and assess the potential effects of a malevolent act on the health and safety of employees, the environment, or the public.
Develop cost-effective methods for protecting DOE interests while complying with DOE requirements and performance-based tests.
Ensure personnel receive the necessary training to remain proficient in HSE and Quality Assurance.
Minimum Qualifications:
- DOE “Q” or DOD Top Secret security clearance is required for consideration.
A bachelor’s degree or equivalent experience; professional and technical education and training in management, business, quality, or HSE related fields is required. Minimum of 7 years of experience in security management or a related field.
Knowledge of DOE security requirements and policies.
Ability to develop and implement performance testing programs.
Strong analytical and problem-solving skills.
Excellent communication and collaboration skills.
Attention to detail and ability to understand and interpret complex security regulations.
Proficient in the use of security systems and technologies.
Willingness to travel for training purposes.
Working Environment:
- The majority of the work is performed in an indoor/outdoor setting in a laboratory/campus environment.
Physical Demands:
- The position is required to work most hours in an indoor/outdoor detention facility environment, standing and walking the majority of time, while maintaining a degree of physical fitness to manage lifting 25 to 50 pounds, bending, stooping, reaching, and sight correctable to 20/20.
