Job Responsibilities:
Provides analytic, instructional design, editorial, and project management services to align policy, training, and procedures with USCG human performance system.
Manages and facilitates cross functional teams in the development of USCG tactics, techniques, and procedural guidance.
Providing analytical services demonstrating in-depth knowledge of human performance cycle and relationship between lessons learned, training, policy requirements, and work instructions/job aids.
Facilitating and managing project scope (work structure breakdown, mapping processes), deliverables, and timeline development.
Leading teams of subject matter experts, collaborating on technical knowledge in the development of procedural guidance (such as tactics, techniques and procedures).
Implementing and managing Adobe Acrobat shared reviews with comments stored as XML files in collaborative workspaces.
Facilitating validation requirements and adjudication meetings for new or revised military or tactical doctrine and publications.
Guiding development of tactical publications based on analysis of field performance discrepancies and TTP gaps. Implementing methods to capture feedback and recommendations for policy and doctrine requirements.
Designing and developing job aids and technical publications.
Drafting and presenting project findings and recommendations to integrated process teams and senior leadership.
Minimum Qualifications:
A Master's degree in instructional systems, instructional systems technology, instructional and performance technology, education (with a concentration in educational technology). Years of experience can be in leiu of education requirements.
Advanced knowledge of Microsoft Word, Outlook, Excel, SharePoint, and PowerPoint.
At least (3) years of experience:
Conducting needs assessments and job task analysis.
Reviewing attributes of the target population (population analysis) and performing extant data reviews.
Facilitating cross functional and virtual teams (e.g., collaboration techniques, conducting problem solving and root cause analysis).
Working in SharePoint collaboration environment.
Applying the ADDIE (analysis, design, development, implementation, and evaluation) or DMAIC (define, measure, analyze, improve, and control) methodologies in analytical work.
Designing job/visual aids and technical publications.
Desired Qualifications:
Active secret security clearance preferred.
Experience with the US Coast Guard Readiness reporting system and/or DRRS.
