Job Responsibilities:
Financial Services Budget Analyst shall support all aspects of developing, executing, and monitoring budgets (both for internal needs, and for developing and executing the National Intelligence Program (NIP) Budget.
In-depth knowledge related to one or more of the designated:
Conduct budget analysis of financial data calls and portfolio reviews.
Development and evaluation of fiscal program builds.
Develop spend plans, tracking spending and execution, documenting financial commitments, obligations, and expenses.
Draft inputs to the Congressional Budget Justification Book (CBJB) to Congress.
Support the production of the CBJB NIP related sections.
Develop strategic program briefs.
Assess IC budget for balance across functions and disciplines.
Participate in the Intelligence planning, Programming, Budget, and Evaluation (IPPBE).
Contribute and produce talking points, briefs, products, reports, congressionally directed actions, and mandated reports pertaining to budgets and through large interagency forums and working groups.
Work with USG and IC partners through large interagency forums and working groups.
Support budget formulation efforts.
Document financial commitments, obligations, and expenses.
Prepare and process transactions, ensuring payments are certified.
Develop fiscal guidance and implementation schedules for each budget phase for review and acceptance.
Collect and analyze data for financial data calls and portfolio reviews.
Track legislation that may impact budget.
Develop financial standard operating procedures.
Develop cost benefit trade-offs and investment strategies.
Record and track interagency agreements for facilitating Economy Act and other financial transactions.
Minimum Qualifications:
Bachelor’s degree and 8 - 12 years of relevant experience, or master's degree with 6 - 10 years of relevant experience
Minimum 5 years of working with or in the Intelligence Community
Demonstrated experience with either budget formulation or budget execution activities.
Demonstrated experience with budget analysis.
Demonstrated experience with IPPBE processes.
Active Top Secret/SCI security clearance with ability to obtain and maintain a CI Poly.
