Job Responsibilities:

Financial Services Budget Analyst shall support all aspects of developing, executing, and monitoring budgets (both for internal needs, and for developing and executing the National Intelligence Program (NIP) Budget.

  • In-depth knowledge related to one or more of the designated:

  • Conduct budget analysis of financial data calls and portfolio reviews.

  • Development and evaluation of fiscal program builds.

  • Develop spend plans, tracking spending and execution, documenting financial commitments, obligations, and expenses.

  • Draft inputs to the Congressional Budget Justification Book (CBJB) to Congress.

  • Support the production of the CBJB NIP related sections.

  • Develop strategic program briefs.

  • Assess IC budget for balance across functions and disciplines.

  • Participate in the Intelligence planning, Programming, Budget, and Evaluation (IPPBE).

  • Contribute and produce talking points, briefs, products, reports, congressionally directed actions, and mandated reports pertaining to budgets and through large interagency forums and working groups.

  • Work with USG and IC partners through large interagency forums and working groups.

  • Support budget formulation efforts.

  • Document financial commitments, obligations, and expenses.

  • Prepare and process transactions, ensuring payments are certified.

  • Develop fiscal guidance and implementation schedules for each budget phase for review and acceptance.

  • Collect and analyze data for financial data calls and portfolio reviews.

  • Track legislation that may impact budget.

  • Develop financial standard operating procedures.

  • Develop cost benefit trade-offs and investment strategies.

  • Record and track interagency agreements for facilitating Economy Act and other financial transactions.

Minimum Qualifications:

  • Bachelor’s degree and 8 - 12 years of relevant experience, or master's degree with 6 - 10 years of relevant experience

  • Minimum 5 years of working with or in the Intelligence Community

  • Demonstrated experience with either budget formulation or budget execution activities.

  • Demonstrated experience with budget analysis.

  • Demonstrated experience with IPPBE processes.

  • Active Top Secret/SCI security clearance with ability to obtain and maintain a CI Poly.
