Overview

Job Summary:

The Foreign Ownership, Control, or Influence (FOCI) Program regulates the Department of Energy (DOE) National Nuclear Security Administrations (NNSA) determination of the degree to which a company is under foreign ownership, control, or influence. The DOE/NNSA must obtain information about FOCI that is sufficient to make the determination whether the award of a contract to a firm or the continued performance of a contract by a firm, may pose undue risk to security. The FOCI/FCL Specialist provides direct support to the Contract Team FOCI/FC program to ensure operational procedures and day-to-day functions are met and maintain compliance with procedural requirements. Performs analytical work to include screening, review and evaluation, and analysis of corporate documents including those containing substantial foreign interests and make recommendations regarding a company’s FOCI. The FOCI/FCL specialist position needs a foundation of business and financial management principles and knowledge of government contracts. Coordinates with the FOCI/FCL Technical Lead on daily and weekly workload, and projected FOCI/FCL completion timelines.

Job Responsibilities:

  • Provides technical and research expertise and experience to the day-to-day operation of the DOE/NNSA FOCI and Facility Clearance Program.

  • Using strong business analytical skills, analyzes corporate and international structures, financial reports, and foreign interests to determine whether a DOE/NNSA contractor organization or potential contractor organization is operating under foreign interests which may adversely affect the performance of classified contracts.

  • Assures completeness of FOCI documentation identifies and analyzes foreign interests and mitigating information, prepares detailed written analysis of all available information, and makes a written determination or recommendations for further action.

  • Analyzes corporate structures and corporate financial reports.

  • Provides intermediate level working knowledge of Microsoft Applications (Word, Excel and Outlook).

  • Performs data queries and retrieves data from E-FOCI and FOCI databases to prepare reports using Microsoft Access databases and Excel.

  • Completes Safeguards and Security Information Management System (SSIMS) training and enters data in SSIMS database accurately.

  • Provides technical expertise for the registration of facility clearances and security activities and ensures that all requirements of the facility clearance have been met; to include FOCI and justifying security activities.

  • Ability to manage all duties with competence.

  • Ability to meet the timely performance of work, quality standards and deliverables per federal requirements.

  • Demonstrates time management skills with the ability to prioritize, plan and coordinate independent work requiring judgment, initiative, and experience.

  • Ability to keep all required documentation and to brief management and customers in a knowledgeable manner.

  • Meets / exceeds data entry accuracy metrics.

  • Ability to interact with various employees of varying experience.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree from an accredited university in a business-related field or 3 years equivalent experience.

  • Requires a detail-oriented individual who possesses strong knowledge in the overall business process including government contracts in addition to a foundation of financial principles.

  • Experience in conducting research and interpreting, analyzing, and summarizing a business’s company proprietary information to include business structure, financial reports and state corporate laws.

  • Experience analyzing data to be used in writing clear and concise FOCI recommendations.

  • Ability to work independently and experience with detail-oriented tasks and proven time management skills.

  • Demonstrated experience meeting compliance with federal requirements and performance of contract work and deliverables.

  • Demonstrated knowledge in the following areas: good verbal and presentation skills at the professional level, communication, effective writing techniques and computer skills.

  • Intermediate knowledge of Microsoft applications (Word, Excel, and Outlook).

  • Active DOE Q clearance or ability to obtain a DOE Q clearance. Applicant selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified matter.
