Job Description:

The HR Manager reports to the Senior Manager, Human Resources for the Facility Solutions Group. This person serves as consultant/partner to both the senior leaders and management teams for an assigned project/location on Human Resources-related matters, with the goal of aligning best HR practices to business strategies. The HR Manager will collaborate with Shared Services departments to deliver solutions that address assigned companies’ needs. He/She will also collaborate with the Senior Director, HR Operations and other HR Managers on HR projects and initiatives as required. The functions listed describe the business purpose of this job. Job Responsibilities:

  • Work with clients to strategically plan, organize, direct, implement, evaluate, and manage the assigned project/location's human resources needs.

  • Work closely with senior leaders and managers to provide expertise and hands-on support in multiple areas including workforce planning, onboarding, phase-ins/phase-outs, employee retention, employee relations, management coaching, performance management, terminations, and change management.

  • Manage, recommend and implement remedies on employee relations issues working closely with Senior Director, HR Operations and Legal.

  • Maintain project-level policies adhering to local, state and federal environmental, health and safety regulations while meeting contractual requirements and obligations. Respond to employee and customer questions and concerns regarding the understanding and application of company policies and procedures.

  • Conduct exit interviews and/or review exit survey feedback; communicate with leadership and appropriate departments for follow-on actions.

  • Perform robust due diligence reviews for all adverse employment actions; prepare documents in support of involuntary terminations; proactively engage Senior Director, HR Operations and Legal over any exposure concerns.

  • Provides active leadership in support of recruiting and employment activities; works within Applicant Tracking & Onboarding System (Taleo) to review and/or submit requisitions, offer letter requests and other new hire set-up tasks; assist new hires with onboarding activities.

  • Facilitate onsite onboarding/orientation and employee training programs, as needed.

  • Provide day-to-day performance management guidance to line management for coaching, counseling, career development, and disciplinary actions. Refer to disciplinary matrix to determine appropriate disciplinary levels/actions.

  • Coordinate with Leave department on any LOA and/or accommodation requests; engage with employees on the interactive process where needed.

  • Design and run queries and prepare various staffing reports as requested by management.

  • Work closely with shared service department teams (Compensation, Benefits, HRIS, Recruiting, Payroll, Compliance, HR Operations, Legal, and Labor Relations) to address project and/or employees' needs.

  • All other duties as assigned by Senior, HR Manager or Senior, Director, HR Operations.

  • Occasional travel may be required (less than 15%).

Minimum Qualifications:

  • Bachelor's Degree in Human Resources or related area (or equivalent experience).

  • Minimum of 5 years of experience as HR Business Partner or HR Manager.

  • Minimum of two years of working experience with union employees and CBAs (collective bargaining agreements)..

  • Must have demonstrated experience in dealing with Union grievances, employee relations, and leave management.

  • Must have demonstrated experience with internal employee investigations as well as addressing employee inquiries and concerns.

  • Minimum of 2 years of government contracting industry experience and knowledge of the Service Contract Act.

  • Comprehensive knowledge of labor laws, to include both federal and state regulations.

  • Demonstrated experience in providing hands-on HR Manager Support for diverse employee populations (300 employees).

  • Effective communication skills, both verbal and written, including presentations; ability to speak confidently and effectively to varied audiences; proven professional writing ability, strong grammar and editing skills. Strong consulting, negotiation and conflict resolution skills.

  • Must be able to pass a thorough background check including a credit check.

  • Must be able to work on site on full-time basis.

Desired Qualifications:

  • Professional Certification (PHR, SPHR, GPHR, SHRM-CP or SHRM-SCP) preferred.

  • Experience with Deltek Costpoint, Cognos Taleo, and other relevant software.

  • Strong knowledge of Microsoft Office Suite.
