The Contractor designated as Deputy PM and GFEBS PM Coordinator Lead shall possess a working knowledge of Project Management, Facilities Operations, the US Army General Fund Enterprise Business System (GFEBS) and shall possess GFEBS user certification and or complete GFEBS training modules provided by the Government within 30 business days of being employed.
Responsible for overseeing the daily production of the Facilities Work Control Department, (FWCD).
Responsible for the processing the following documents into the General Fund Enterprise Business System (GFEBS), the official government system of record. These documents are the basis for the sustainment, restoration and modernization, (SRM), of the installation real property.
Demand Maintenance Orders (DMO). DMOs are used authorize and manage unscheduled maintenance and repair of real property tasks of less than 32 hours, and less than a total accrual of $10,000.00. DMOs are scheduled and completed by the assigned Government priority. Operating Work Orders (OWO) are used for similar recurring work on an annual basis for real property items, installed building equipment, IBE, and equipment in place, EIP. These are processed, distributed to the different shop disciplines for execution, and tracked in GFEBS aat the Garrison level.
Use Preventive Maintenance Orders (PMO) to authorize and manage the scheduled maintenance requirements, for real property items, installed building equipment, and equipment in place in accordance with the approved Preventive Maintenance Plan ensure all actions are documented and tracked in the GFEBS-PM module.
Manage Project Work Orders (PWOs) are processed by the Directorate of Public Works, (DPW) and tasked to the Base Operations Support (BASOPS) contractor for execution. Research, manipulate, and secured data within Microsoft Word, Excel, Power Point and GFEBS to prepare reports and required BASOPS deliverables.
Collect data from the various craft shops and project management personnel for completion into the various document folders.
Provide valid and reliable benchmarks to executive level decision makers and facility staff with real-time information, as related to the installation’s permanent/semi-permanent real property, non-real property items, major programs, and service activities with 100% accuracy.
Expertly utilize GFEBS Enterprise Resource Planning module (ERP) to improve the organization business processes; to create queries, track, and provide work order status updates and Installation Status Reports (ISR) to decision makers.
Demonstrate knowledge, experience, and expertise in all aspects and issues associated with proper management and execution of the BASOPS contract business line, including contract, technical, business, facility/assets management and financial.
Evaluated and improved standard internal mapping procedures to ensure timely delivery of work document requests, in order to increase efficiencies and real time reporting.
The Deputy PM and GFEBS PM Coordinator should possess an Associate's Degree with concentration in either Business Management, Engineering, Logistics, Supply Chain or relevant degree course wprl from an accredited College or University. In Lieu of Education, six (6) to ten (10) years' work experience in Logistics Management, Supply Chain, Facilities Management, Real Property Management and Quality Management.
Experience with General Fund Enterprise Business Systems (GFEBS) software a must
Experience with RS Means cost estimating software.
Proven ability to manage and coordinate activities of staff engaged in planning and scheduling of maintenance and repair work.
Experience in a military environment required, Army preferred.
Experience managing a union workforce is highly preferred.
Knowledge of management, research, budgeting, public administration, statutory requirements of municipal infrastructure facilities and systems as they apply to OSHA, EPA guidelines, etc.
Must have strong communication, briefing, and writing skills.
Outstanding teambuilding skills are required.
Associate degree with concentration in either Business Management, Engineering, Logistics, Supply Chain or relevant degree course work from an accredited College or University. In Lieu of Education, six (6) to ten (10) years' work experience in Logistics Management, Supply Chain, Facilities Management, Real Property Management and Quality Management.
The contractor shall provide certificates of completion for all roles required to perform the requirements of the position.
