Job Summary:

This position provides managerial support to the US Army Reserve Command (USARC) CIO/G-6 for Tactical Command and Control Communications and Computers (TAC/C4) Readiness Services. USARC CIO/G-6 has the mission of ensuring Mission Command and Signal Readiness in support of USAR’s Operational Forces. This mission includes full range of support for Mission Command and Signal Readiness, Exercise Planning and Frequency and Spectrum Management. The focus of this effort is on this operational mission that involves close coordination with the USARC G-3/5/7 in order to synchronize unit modernization, training, and mission life cycles with the Army’s Regionally Aligned Readiness and Modernization Model (ReARMM) process.

The Program Manager will manage a contractor workforce that delivers highly skilled and trained personnel with practical deployment experience and expert knowledge in strategic, operational, and tactical communications operations couple with a strong understanding/knowledge about Mission Command network, information system and processes.

Scope of Work: Full range of support to TAC-C4 Signal Readiness includes Exercise Planning, Mission Command Assessments and Frequency and Spectrum Management within USARC CIO/G-6, Operations, Tactical Command and Control Communications and Computers (OPS TAC/C4) Division and supporting major commands and small unit level exercise, engagements and assigned operations across the USAR. Specifically, the PM/Coordinator will manage a team of 12-17 contractors that conduct Mission Command Assessments, by assisting the USARC Mission Command Assessment Team (MCAT) Officer in Charge (OIC)/ Non Commissioned Officer in Charge (NCOIC) on assessing units and Signal Soldiers readiness to establish, operate, and protect mission command networks and systems.

The Program Manager may be required to travel during exercises, however the PM shall not be included as part of MCAT 2/3 team/staffing plan.

Job Responsibilities:

  • Provide recommended business strategies and objectives to assist Government officials to meet TAC-C4 mission, short, mid, and long-term planning goals as well as optimize organizational structure and processes to most effectively achieve its mission.

  • Develop ad hoc documentation required by the Government Program Manager (PM); support government efforts for document review and approval.

  • Support activities of the program to include meeting preparation and facilitation, preparing and conducting briefings, and developing options/white papers describing potential technical design and deployment alternatives.

  • Serve as the primary point of contact for the Contracting Officer / Contracting Officer’s Representatives (COR).

  • Apprise senior management on productivity and quality assurance.

  • Manage project schedules and coordinate Contractor activities IAW the PWS.

  • Identify and communicate issues and risks to the Government and offer recommendations on how issues / risks should be mitigated to successfully satisfy the requirements.

  • Facilitate quarterly progress reviews (QPRs) with Government Branch Chief/PM/SME and COR.

Minimum Qualifications:

  • Must possess an active DoD Secret clearance for consideration.

  • Bachelor’s Degree in either Information Technology or Business Administration from a college or university that is accredited by a national or regional accrediting agency recognized by the U.S. Department of Education.

  • Five (5) or more years of experience in battalion through theater-level tactical and operational network planning and operations.

  • Five (5) or more years running projects and keeping cost, schedule and performance parameters.

  • Project management experience using PMI processes.

  • Experience/knowledge of Mission Command Systems (MCS) discussed the PWS/Scope of Work.

  • Experience with Staff Actions, Tasker Processing and Coordination, Staff Integration and Synchronization in a fast-paced organization.
