Job Responsibilities:

  • Analyze cloud, engineering, business, and other data requirements to design, implement, integrate, and enhance agency’s data platform.

  • Evaluate cloud integration requirements, procedures, and challenges to automate or migrate existing systems to the cloud.

  • Analyze system capabilities, workflows, and scheduling limitations.

  • Assist leading meetings, facilitate discussions, conduct interviews with business clients and other stakeholders to elicit cloud integration business requirements. Create comprehensive business requirements documentation and meeting minutes.

  • Develop business requirements in the form of use cases, user stories, acceptance criteria, and system requirements, following an Agile software development life cycle methodology.

  • Create business process models and workflow diagrams.

  • Analyze datasets and integrate business data into business requirements.

  • Document the "current" state of a business operation on-premises to understand its components and their relationship to each other in a system, enabling a successful migration to the cloud.

  • Develop and assist in implementing a future "target" business process solution.

  • Support the Program Manager and the team in deliverable submission and project execution.

Minimum Qualification:

  • Bachelor's degree in computer science or a related field.

  • Minimum of 5 years of experience in cloud business operations and analysis or systems development, or an equivalent combination of education and experience.

  • AWS cloud certification is mandatory.

  • Exceptional communication (oral/written), analytical, and conceptual thinking skills.

  • Ability to influence stakeholders at various levels and collaborate closely with them to determine acceptable solutions.

  • Excellent planning, organizational, and time management skills.

  • Solid knowledge of Agile software development experience.

  • Detail-oriented, self-starter, and capable of multitasking, with a strong sense of intellectual curiosity.

  • Ability to work independently and within a team setting.

  • Experience working with government clients is highly beneficial.

  • Prior experience with HHS EPLC framework is advantageous.

  • Certified Business Analyst Professional (CBAP) or Professional Business Analyst (PBA) certification is preferred but not required.

  • The candidate must be a U.S. Citizen or a Green Card holder and be able to obtain Public Trust clearance.
