Job Summary:

The Department of State (DOS), Bureau of Overseas Buildings Operations (OBO), Directorate of Construction, Facility, and Security Management (CFSM), Office of Security Management (SM), Administrative Services Division (ASD), requires Information Technology services to complete the task requirements stated below for the Administrative Services Division (ASD) with SM.

Due to the volume of ongoing and planned construction projects as well as the vast amount of data compiled, CFSM faces continuous challenges with obtaining the status of projects, accessing real-time data, scheduling and tracking resources, and monitoring project and division funding. As a result, innovative technology as well as supplemental engineering, construction management, facilities management, and related support services are being sought by CFSM to assist with all of these efforts.

The OBO/CFSM office requires Directorate-wide SharePoint enterprise support services. SM is responsible for all aspects of construction security and physical security for new construction, rehabilitation, and renovation projects conducted at overseas diplomatic posts, including the preparation of Construction Security Plans (CSPs); the review of architectural and engineering designs relating to physical and technical security systems; administration of the Forced Entry/Ballistic Resistant Repair and Replacement Program and Vehicle Lifecycle Replacement Program; and the deployment of site security staff including Site Security Managers (SSMs), Cleared American Guards (CAGs) and Construction Surveillance Technicians (CSTs) to DOS construction projects abroad.

Job Responsibilities:

  • Work collaboratively with business users and management teams; management responsibilities include the establishment and administration of alerts to monitor activity on critical information as required.

  • Liaise with cross-functional teams on enterprise systems and process transformation initiatives in the area of process expertise, delivering defined objectives and business value.

  • Develop and maintain project plans while monitoring controls throughout project lifecycle.

  • Collaborate across departments and levels (staff to executive) to gain an understanding of business objectives.

  • Consult with users to identify current operating procedures and clarify program objectives.

  • Facilitate solutions, develop approaches, and define deliverables required to implement complex business processes and solutions.

  • Capture business requirements and processes to support technical solutions based upon comprehensive enterprise application solution sets.

  • Research, analyze, and modify programming systems to include developing, testing, and debugging to support organization’s application environment.

  • Assist in developing user manuals while providing guidance/direction to training material and available resources.

  • Work with the program management team to identify additional resources for rapid deployment of solution.

  • Efficiently find, store, manage, track changes to, and reuse content because documents are created, shared, and maintained in SharePoint instead of on hard drives, file servers and through email.

  • Provide easy, but controlled access to information that helps end users make decisions and access information across various business applications and present it in a dashboard view that is specific to what a division, department, or role needs to see.

  • Automate processes using SharePoint’s workflow management, which initiates, tracks, and reports on tasks and activities.

  • Comply regulatory requirements around access to sensitive business information by leveraging SharePoint’s security settings, storage policies, auditing policies, and information rights management policies.

  • Create a dynamic, personalized and holistic workspace that provides “one stop shopping” for end users by pushing necessary applications, reports, and location-specific announcements or events, including information that is relevant to day-to-day.

  • Streamline IT by replacing disparate technology solutions with one unified, standard technology platform that is efficient and easy for the IT team to maintain.

  • Provide day-to-day direct support in managing the systems and data within the DOS/OBO/CFSM SharePoint enterprise environment.

  • Assess and document current utilization of these environments to support future enhancements.

  • Create, customize, and maintain SharePoint lists, libraries, web parts, and other components.

  • Develop scalable structure for top level directorate, division, and branch sites.

  • Ensure uniform navigation throughout sites.

  • Manage search scopes and create project / document dashboards.

  • Develop and maintain custom landing pages to encourage traffic and user adoption.

  • Monitor site usage and follow up on dormancy on a regular basis.

  • Review and revise site content to ensure business relevance.

  • Manage permissions – restrict and revoke access as required.

  • Create and maintain content types, site columns, lookups, and templates.

  • Develop SharePoint custom workflows, branding, and page layouts.

  • Perform document requirements gathering to support business needs.

  • Design and develop business intelligence solutions.

  • Perform ongoing research to determine SharePoint’s current and future capabilities.

  • Create and maintain custom forms such as expense reports, travel data, and employee feedback.

  • Provide end-user support and train end-users to encourage user adoption.

  • Provide technical analysis on business projects through a need’s analysis assessment of the environment.

  • Translate business requirements into specifications that will be used to drive data store/data warehouse/data design and configuration.

  • Evaluate existing data-collecting and analytics systems.

  • Analyze data to discover trends and patterns.

  • Establish procedures for data sharing with internal and external stakeholders.

  • Ensure accurate use and secure methods to extract data.

  • Use data visualization techniques to present information.

  • Provide direct support in the planning and designing of the SharePoint environment.

  • Analyze business requirements to identify SharePoint solutions.

  • Manage SharePoint features and solutions.

  • Conduct discovery sessions to gather requirements for SharePoint projects.

  • Create technical and functional documentation.

  • Design SharePoint sites and applications and oversee their implementations.

  • Create infrastructure architecture and deployment plans.

Minimum Qualifications:

  • Active Top Secret clearance.

  • Excellent oral and written communication skills.

  • 5 years of Application Development experience, which should include 2 years in a client-facing role.

  • 5 years of advanced web-app technology experience, including, but not limited to, ASP, CSS, Graphic Editing, HTML, JavaScript, ODBC, SharePoint objects, XML, and XSL.

  • 3 years of intermediate knowledge of SharePoint Forms, Libraries, List, Sites, and Workflows.

  • 5 years of advance experience with designing and developing Web sites using HTML5, CSS, JQuery, and JavaScript.

  • 3 years of applied knowledge of SP Designer.

  • 3 years of applied knowledge of ASP.NET, Data Views, and XSLT.

  • Experience with SharePoint content management, to include understanding SharePoint permissions model and audience settings.

  • Experience programming in SharePoint Designer and Power Apps to customize workflows and forms.

  • Experience building advanced web applications and technologies such as CSS, HTML, and JavaScript.

  • Applied skills MS Visio.

  • Power Platform (Power Apps, Power Automate, Power BI).

  • SharePoint Online deployment, configuration, and administration.

Desired Qualifications:

  • Azure Cloud.

  • An understanding of the Software Design Life-Cycle (SDLC).

  • Applied knowledge of graphic design using Photoshop and Dreamweaver.

  • Security CE.

  • Microsoft Technology Associate (MTA) (HTML5, JavaScript, CSS).
